For Plato, democratic society committed a big mistake by submitting to the choice of their rulers to the whim of the people. In his view, the government’s ship should always be conducted by an expert, by a skilled helmsman, and not by one randomly selected among the crew.
However, that existed throughout the history of political regimes were not the philosopher criteria. Meritocracy only came up with the effects of the American revolutions of 1776 and the French in 1789. Heavily packed by Rousseauvian ideals of social equality, the Liberal Revolutions, to remove the nobility of power, installed meritocracy.
The Meritocracy was introduced in Brazil by the State, the emergence of public procurement to fill vacancies in the public spheres. The aim was to combat the heredity of positions and nepotism, giving precedence attributes and skills that were not related to the influences of power or exchange of favors and blood relations. With the emergence of this new management sistem, it was thought that companies could focus more on the merits of a person than their family and political origins.
Initially, meritocracy was used in public administration, but due to the increase of vacancies in private organizations, meritocracy ended up being a way for these companies to adopt valuation criteria of their employees. With this in mind, companies had abandoned the outdated bureaucratic system.
Meritocracy is opposed to other types of value systems, for example, plutocracy (possession of wealth), aristocracy (hereditary nobility), nepotism (family origin), oligarchy (owned land) and democracy (popularity).
